The Road User Charging Adjudicators comprise an independent tribunal which decides appeals against Congestion Charging, Low Emission Zone, and Ultra Low Emission Zone penalties in London. Administrative support is provided by London Tribunals, an administrative body staffed by London Councils.

The Road User Charging Adjudicators are independent from Transport for London and London Councils. The Road User Charging Adjudicators are also independent and entirely separate from the Environment and Traffic Adjudicators and any other traffic tribunal.

The Road User Charging Adjudicators are all lawyers of at least 5 years standing and are directly appointed by the Lord Chancellor following a competition run by the Judicial Appointments Commission. They decide each case impartially, applying the law to the facts of the case.

The aim of this site is to provide information, guidance and assistance to anyone intending to appeal to this tribunal.
